Sacramento City Office of the Independent Monitor

In May 2023, the Sacramento Unified School District (SCUSD) and the Black Parallel School Board (BPSB) entered into a settlement agreement to enhance accountability and improve special education services and school disciplinary practices for students. As mandated in the 2023 Settlement Agreement, the parties appointed an Independent Monitor (IM) to create and monitor the implementation of the action plan to achieve the 22 directives outlined in the aforementioned agreement. Dr. Jaime E. Hernandez was appointed Independent Monitor on November 21, 2025.
